Harbor Health also operates two Programs for All-Inclusive Care for the Elderly in Mattapan and Brockton, providing comprehensive healthcare, transportation and social services for more than 580 frail elders who continue to live with dignity and independence in the community and a Woman, Infants and Children (WIC) Nutrition Program. To help further the mission of Harbor, we are looking for a talented Medicaid Specialist to join our team at the Elder Service Plan in Brockton

The Medicaid Specialist is primarily responsible for ensuring that the initial MassHealth Applications are complete for all new and existing PACE (Program for All-Inclusive Care for the Elderly) participants.  The Medicaid Specialist works directly with participants and family members, along with various departments in the Elder Service Plan (ESP) and MassHealth and plays a key financial role in the PACE enrollment process.  


  • Works with enrollment team and participant(s)/caregivers to gather needed documentation and facilitates smooth transition into the PACE Program.
  • Establishes and maintains an on-going schedule of initial participant Medicaid enrollment date. 
  • Coordinates collection of required documents (from participant/family/bank, etc.) and ensures submission to the State . 
  • Interacts with participants and caregivers in a manner that adheres to the highest standards of care and professionalism.
  • Builds and maintains relationships with Medicaid EOHHS Departments to ensure that all ESP participants Medicaid applications are processed correctly and in a timely manner.
  • Meets with participant and family members in their place of residence or at ESP or other off-site offices to review financial components of Enrollment.
  • Ensures that participants and family members complete Income Verification forms. 


  • Bachelor’s Degree in related field or Associates Degree with 2 years of related experience or four years of experience in accounting or similar business-related field
  • Intermediate or higher skills in Microsoft Office 365: Word, Excel and Outlook
  • Two years of experience in a professional office setting
  • Proven problem-solving skills
  • Excellent verbal and written communication skills
  • Excellent customer service skills
  • Excellent time management skills
  • Experience working with MassHealth preferred
  • Must be able to travel between Harbor sites and participants homes in a timely manner
  • Must be able to maneuver narrow passageways and hallways and climb stairs as needed
